I believe it will nor hurt if you send your request via this web form:

And as far as I know, there are no RU mirrors at this time because all of them didn't keep up with the latest mirroring guidelines and ended up being expelled from the mirror list. No political issues. The NEW START agreement (http://en.wikipedia.org/wiki/New_START) is going strong. ;)

Our company M18 (m18.ru) is located in Russia, Saint-Petersburg and we 
will be glad to keep a full mirror server of php.net here. I am 
co-founder and CEO of the company and understand all the responsibility. 
M18 has all nessesary resources (free machine on colocation - linux, 
apache, fast isp, etc).

If there any additional questions to us, let me know. I've read

One more question: why there are no mirrors in Russia? Maybe there any 
political problems ;)?
