This most certainly can be fixed [1].  The hardest part would be deciding
on where to draw the lines? E.g. do we want to say, less than 5.3.21 is a
fail, 5.3.21-29 is a warning, 5.4.0+ is okay?

It looks like we currently determine whether a mirror has stats or not, by
the existence of a MIRROR_STATS environment variable, rather than doing
anything more fancy or thorough.
