FYI,

rsync: failed to connect to europe.rsync.php.net (91.199.167.223): Connection refused (61)
rsync: failed to connect to europe.rsync.php.net (2a00:f10:111::1337:1000): Connection refused (61)
rsync error: error in socket IO (code 10) at clientserver.c(128) [Receiver=3.1.1]

Services like ping or ssh to this server works, only rsync can’t connect to it.
