SV: no2.php.net Disabled

We are from time to time getting connection refused from europe.rsync.php.net.

> rsync: failed to connect to europe.rsync.php.net (2a00:f10:111::1337:1000): Connection refused (111)
> rsync: failed to connect to europe.rsync.php.net (91.199.167.223): Connection refused (111)
> rsync error: error in socket IO (code 10) at clientserver.c(128) [Receiver=3.1.0]

We do syncs every 5 minutes, in accordance with the "Setup Regular Updates" section in http://php.net/mirroring.php. I increased it to once an hour now, to see if we are being rate limited or similar.
