We didn't write the PDO_OCI driver. I have contributed a few odd patches to it. But it is still buggy and lacking basic features like CLOB support. Making it usable is on hold, waiting for PDO V2 to be decided upon. Working collaboratively on a PDO V2 is a whole different issue than contributing small fixes to something that already exists.
