There are two options:
- separate manuals for both of them (completely independent also in SVN)
- separate chapters for PEAR and PEAR2, e.g. like PEAR and the old PECL
chapters are separated currently

I'm more in favor of option 1, at least with the facts that are
currently known about PEAR2. For example, not only the packages are
different, but also the Coding Standards. And it might also make sense
to have another FAQ items for PEAR2 than for PEAR.
