[PEAR] Create a new release of HTML_Template_IT

Dear list,

I know that this is old code but I would like to suggest to create a new 
release of HTML_Template_IT (https://github.com/pear/HTML_Template_IT). 
There has been several commits since the last release in 2018 including 
an effort to port to more recent versions of PHP.

Note that I opened an issue 
(https://github.com/pear/HTML_Template_IT/pull/15) to finalize the port 
to PHP 8 so it's better to finish this first.

By the way, as far as I understand, Travis CI is no longer providing 
free CI for free projects so maybe we could convert to GitHub actions.
