New Leader for package PHP_CompatInfo

Hi all,

Mikhail Krasilnikov has contacted me and Davey Shafik.

We gave him our agreement to let him be the new PHP_CompatInfo package 
leader. And I made change on Home package page.

Mikhail will maintain the current branch 1.9.x

And I should be able to present to PEAR community a new major version 
2.0.0 in next month (at least before end of this year).

PHP_CompatInfo 2.0.0 will be a full PHP5 rewrite package.

Notice that I'll keep the name, and I won't produce a PHP_CompatInfo2 as 
suggest by PEAR rules.

I remember how HTML_Progress to HTML_Progress2 was a disaster.

I also notice that Log was not rename to Log2 even if backward 
compatibility was broken and they are no major version
PHP 4 for Log 1.11
PHP 5 for Log 1.12
