That would be nice, but I don't think it would be possible — PEAR
isn't a framework. Each package has it's own release cycle,
maintainers, etc and can manage their source code how they see fit.
Some packages have strong communities outside of PEAR or pre-date
their PEAR participation. Currently there are packages hosted on
svn.php.net, SourceForge, Google Code, GitHub, and some only publish
final releases and don't use a public scm.

No. Typically, once an svn.php.net package has migrated to GitHub the
source on svn.php.net is removed.
