There will always be people using deprecated software. As web developers, we've had to work with this for ages in IE6. Lately there has been a large decline in the number of users of IE6. There are many reasons for this, but a majority of sites have stopped supporting it. This has forced users to upgrade to newer version of IE. The reason we still have people using the php4 pear installer is because they still can.
