pear install fails when building php

Hi Folks:

Something has gone awry when building PHP from source using --with-pear.
PEAR is no longer installed.  Something seems to be wrong with the phar.
There are errors saying "could not extract the package.xml file from
"phar://install-pear-nozlib.phar..."  Here's the full output.
