Request to push a QA release to Console_CommandLine

Hi,

The pear package Console_CommandLine, since version 1.2.0 break the QA 
release cycles of other packages that depends of it in Fedora repository.

One example: PHP_CompatInfo (no more Fedora releases since 2.8, while 
the latest version available is 2.11, and I hope a new one 2.12 for the 
beginning of this year 2013).

There are only two bugs waiting that are already fixed :
- 18682 fixed in master trunk 2 months ago

- 19683 awaiting code merge (pull request) -
