In fact Fedora >= 18 have version 2.11 which use Console_CommandLine
1.2.0 with patches applied (updates pending[1])

But yes, a new release will be welcome.
FYI, phpci is now a very important software for Fedora.
It is now included (from a plugin) in fedora-review[2] a helper
application for package reviewers.
