Intending to take over pear file_csv package maintaince

Hi all,

my name is Yaroslav Zemlyanuhin and I`m php/web-developer from Russia.
I support backend of Safeinet deep content analysis system (
http://netkidscontrol.ru/ and http://www.safeinet.ru/ , sorry, only russian
available, use google translate if you encounter language issues).
Since I frequently use File_CSV package from pear in my work and it is
unmaintained nowadays I would like to take over support of this package.
For me It is the great experience of community work and self-education, and
of course it is merely interesting.

Estimated workplan:
1. Make unit tests if there are no ones
2. Fix issues in bugtracker
3. Make some refactoring
4. ...
5. PROFIT!!!
