I would like to take over Text_LanguageDetect

Hi there everyone,

I've seen that the Text_LanguageDetect package is no longer actively
maintained by anyone.

I would sincerely like to take over active development of it. I've got a
background of working in large complex language orientated projects and
feel I've got a lot to bring to it. Currently I'm a senior developer at
BoxUK, a rather large digital consultancy based in Cardiff, Wales.

Apparently asking you all for permission is the first step, so if you could
allow me I would really appreciate it.
