Yes, this is completely legal. There is only one point you have to consider:
When the code you use is LGPL (which some of the packages in PEAR are), you have to contribute *changes* you do to the code back to PEAR (or simply make them public).

There is generally no problem using PEAR packages in proprietary applications.
