New server from servergrove / replacement for test.pear.php.net

Hi,


Servergrove is phasing out old servers and are supplying us with a new
one, sgrv3.php.net - https://wiki.php.net/systems/sgrv3

I'm currently migrating the settings (jenkins and apache). Users have
been created, and all people with ssh keys should be able to login. If
not, scream in #pear.

If you want to help setup test.pear.php.net:80 again, you're welcome.
