PEAR issues

There are a few issues that have not been discussed thoroughly I think a1) do we have a designated Karma spender for PEAR a2) shouldn't we (at least for PEAR where new people are more likely to appear in the future) have one? If Rasmus likes to keep it in his hands, these questions are void. b) PEAR should remain clearly arranged, thus how do we differntiate between exotic and common code c) PEAR wants high-quality code, sure, but how do we review the code?
