I don't care about licenses but we decided that we accept packages
within a set of licenses because they are consider safe.

Please don't misguide developers. LGPL v2 is fine, v3 is a huge
unknown and different area. That's why I can't say (and won't say)
that it is perfectly valid to use it with PHP.
