You're asking too much of a designer and giving too little. Sure we
could learn php but it would take as 10 times as long, it's not what we
do best, and it's not what we want to do. We want to design and we want
our design to look the way it was intended. 

Take for example Photoshop, designers don't care about how a blur filter
works. We just know that we need it and all we have to do is click a
couple buttons and drag a slider to make it happen. We don't have to
write our own plugin. If we did, we wouldn't use it.

So why can't templates work with the same philosophy in mind. Give us
the minimum of what we need to make what we need happen, without us
having to write php code. 

If designers are the target for the template engine, design it with the
designers in mind. If templates are for programmers, make them as
complex and philosophy fitting as you want. 

Developing templates to solely satisfy the philosophical goal of
separating form from content, in theory is a revolutionary concept. But,
realistically it's like separating siamese twins. One is going to have
to give up something for the other.
