I should ask for pardon on this one, and explain what exactly 
I meant. I can see now that this was not a good example... 
I haven't noticed the poster _asked_ for a link. 
The point was, there _are_ free compilers on win32 platform. 
I haven't used them, but was told they work. Mingw32 e. g. 
I would expect PHP developers would lean toward such tools. 

Rasmus, I certainly don't want to piss of anyone, and I managed 
to do so with many people so far. This thread should really 
be ended and forgotten, because neither side of this fight (it 
has little to nothing of a discussion, I think) is able/willing 
or whatever it is to understand or rather grok the other side 
point of view. 

The sorry part is that it seems to be biased by interpersonal 
stuff between Manuel Lemos and some other people.

To move on to something a lot more productive, there was recently 
a discussion about function names. I said I thought PHP should 
have more uniform function naming scheme. I guess it was Zeev 
who gave +1 to the idea of aliases for functions like nl2br and 
such. I would like to participate in this. Could we start another 
thread on this? There should be a public 'policy' for this 
available on the PHP site, I guess (or someone would have to go 
through all newly added functions, and check the function names), 
and a very straight one, I guess. That way the new function would 
be appropriately named, so we would need to alias only those of 
the old ones that don't comply with such a policy. I think this 
deserves more attention.
