You are describing that as if that's the most common scenario. At take it that in the worst case both the developer and the documenter can't be on vacation for more than 2 months per year. In most cases they will not be more than a month away, and very likely for a year. My opinion is that you add only one feature properly documented than two features with any documentation. You have to understand the responsability of making your features useful to the users.
