I agree with this. When I jump to a site for a download, the first thing
I look for is the word 'Download'. Then I click it if it's a link. If
it's a heading, I just keep reading. Then I usually look for something
like 'Latest stable version'--and again, click it, or read beneath it.
Then I look for my platform. Some sites I have to look for my platform
before I look for the version.

So, it would make most sense to me to have something like

   D O W N L O A D

     ||   P H P   5 . 3 . 5
     \/   - Source - Windows binary -

     ||   P H P   5 . 2 . 1 7
     \/   - Source - Windows binary -

I think it's important for the Windows downloads to be prominent. Surely
they're the most frequently used by end users (do we have any stats?),
since Linux/BSD/Mac users will use a version from their distro or other
package management system, and their maintainers aren't really going to
have trouble finding the right version almost no matter what you do.

I don't know, but my guess is that most people go to the PHP site for
docs, or Windows downloads.
