There is an inofficial "announce-list" which is the twitter-account of
@php_ug where new usergroups - the ones that are added to http://php.ug
- are welcomed.

That's not an email-list, I know, but at least it's an announcement.

And I know that php.ug is not really a complete list, but as far as I
know it's the most complete list around.

So perhaps you want to have a look at it? And I'm allways happy for
PullRequests or ideas in the issue-tracker on github ;)
