Love the idea of doing something like this.  The self-policing/populating
model would be the easiest from an organizer perspective.  If I can "set it
and forget it" that would be amazing.  Having an API would be a huge plus.
 Then maybe we would get one "source" of good data as opposed to a bunch of
websites with out-of-date lists of user groups.

I would think that phpgroups.org would be a good home for this, with
coordination from php.net and the various other outlets to use the API.
