I think the best way is to just pick a day of the month and setup a reoccurring meeting (We always meet the second Wednesday of the month).  We started off with just getting together and talking.  As attendance grew then we started looking for speakers. We don't always have a speaker at each meetup, but we still meet.  Another thing you can try doing is asking people to give Lightning talks and do a few of those at a meeting.  Attendance will dip and spike for a little while, but it should eventually stabilize as your members adjust to the schedule.
