The last-minute part can be normal, at least at DallasPHP it can be that way. The pool of people willing to talk can be very small some times so all 3 of us co-organizers (Chris Cornutt, Jake Smith, and myself) bite the bullet quite often and give the presentations, especially during the slow parts of the year.

I had a good rhythm going for a few months scheduling speakers well in advance but that involved me stretching way out into grabbing speakers from cities 2-3 hours away. I'm not familiar with the NW US but if Portland or Vancouver have semi-active PHPUGs, start a speaker share with them (if you haven't already).

Also we like to do a "Year In Review" social meeting in place of our regular meeting in December so bare minimum that knocks the number of presentations you need to schedule down to 11 ;)
