At Queen City PHP we block recruiters from sending out messages to the 
mailing list altogether by filtering messages. We had too much 
unsolicited spam from some of the larger head hunting agencies. With 
that being said, we openly encourage recruiters and companies to post 
job openings to our message boards. I created a guidelines sticky awhile 
back that I prefer they adhere to:

Oh, and if a recruiting agency wants to sponsor a meetup with free food 
and drinks, we always allow them to have the floor for 5 minutes if they 
chose to do so.
