I don't know much about emPHPower, to be honest. How is it different from the 
PHP Evangelism initiative?

At some point, it seems that all these different initiatives need to come 
together to work with each other instead of against each other.

The mission statements of each are a bit different, though, so I don't see them 
as conflicting with each other. Perhaps they can all help each other:

PHP Community:
"PHPCommunity.org exists to connect PHP developers worldwide in an open and 
interactive community, provide quality resources to the community, and advocate 
the PHP language to the software development and Internet community."

PHP Groups:
"PHP Groups networks PHP user groups into a tighter community, provides a means 
to share information and resources among its community members, and aids in the 
formation of new PHP user groups."

emPHPower:
"emPHPower is a mediator and catalyst that empowers members of the community to 
follow their own ideas."

PHP Evangelism Team:
"The goal of the PHP Evangelism Team is to bring together the right people, 
resources, and experience from across the PHP Community to provide developers 
with the process guidance and best practices needed to create new opportunities 
for the Web."

The ultimate goal of those who are working with PHP Groups, the PHP Evangelism 
Team, and the PHP Community (note the capital "C") is that these will all feed 
back into the PHP Community organization. Obviously, this is not the case with 
emPHPower, but that doesn't mean we can't co-exist. :-)
