Hi Matt, Making some noise on social media helps. Get yourself on php.ug if not on there. I hear Meetup.com works quite well in the US too. Also for some "hard graft" marketing I call it, search LinkedIn for developers in your area and try to find emails from their portfolio websites and suchlike. Also contact local web development companies and put your best sales pitch to them and emphasize that your UG is free to attend (if it is), and helps your developers be amazing :) I'm sure there's more stuff we've done, but I can't think off my head.
