Outside of the PHP space I have seem some conference use github, that's
where my idea actually came from.  And I believe there are a few other
conferences that use a voting structure from their attendees to help decide
what people would actually be interested in.

A few Code Camps here in the area also use an open format to help gauge
attendance levels of particular talks by adding an "I'll attend" type
structure.
