I've not dealt with this situation however it sounds like a temporary ban followed by a permanent ban is necessary. He seems like he's made it quite clear "ban me because I won't stop". With such a hard line there is no room to wiggle. 

In your shoes I would immediately restrict all communication to official email or letters (no in person, no phone calls, paper trail), respond officially laying out what he's done, what you told him, and clarify the rules so you have documentation if he decides to make trouble.
