From my understanding of the previous discussion, we would not restrict membership to the list other than to, maybe, ask which user group they are an organizer for. Anyone could essentially join the list and see the archives, but they would not show up in publicly available searches, like Google, and they would not be available to the general public just browsing or searching on php.net. 

As for the suggestion to make the mailing list membership public, I'm not comfortable with this unless it is done in such a way that all of our contact information is not harvestable. I am also very hesitant to make it too easy to contact other members off-list or to encourage people to contact each other off-list. 

On that topic, if we decide to choose a new tool set for this group, I would like something that routes all communication through the mailing list and obfuscates our personal addresses a bit. This helps keep all discussions in front of the group and helps maintain privacy for people who may not want their personal email addresses made public.
