Preparation for the v24.09 release

Hello all,

The merge window for the v24.09 release will close on 20th of September. 
  Please make sure that all patches intended to go into that release are 
merged to the master branch by this date. You can mark such patches with 
a "24.09" hashtag on Gerrit.

The current set of patches tagged for the release can be viewed here:

On 20th of September a release branch, v24.09.x, will be created, with 
the first patch being tagged as release candidate. Then, by the end of 
the month, the v24.09 release will take place. Between the first release 
candidate and the release, only bug fixes will be ported onto the 
v24.09.x branch. Regular development can continue on the master branch.
