[PATCH RESEND i-g-t v4 28/31] tools/intel_display_poller: link with minimal sub-libraries

intel_display_poller only needs the register/MMIO helper subset, not
the full libigt.so stack.

Switch to linking against lib_igt_reg_tools.

ldd before: 35  (ldd | wc -l)
ldd after:   5  (ldd | wc -l)
