[PATCH] platform: Allow platforms to customize TLB operations

Some T-Head based processors, for example the Sophgo SG2044, have a JTLB errata that requires special handling of certain TLB maintenance instructions (sfence.vma). Enable the JTLB workaround for affected boards.
