CGI debugging environment

I do not know which list this subject should belong to, so I send it to
the main one.

CGI programming is a huge field for PERL application. Yet, I failed
yet to locate a nice, friendly debugging environment for it. Do I miss
any existing tools, or are we at the right time for thinking about
creating one such a tool?
