Easy for the WG members.  The WG members would kick off anyone
who was being off topic, flaming, or otherwise cluttering up the
list.  The WG members would be officially given draconian powers,
so they can kick people off without having to go through beuracratic
procedures, and so people cant't cry that they've acted unofficially
(although people would probably cry "unfair" anyways).  Say, only
two WG members need to agree, and the offender is booted off the
list.
