Agreed: that's why the main list is moderated.  There should be no
chatter on it alone, but it serves as a broadcast medium if you need
to reach the entire perl maintainance & new construction crews.

Add the rule that forwards replies to the sublist(s) of the replied-to
message and you have a main list that is not a chatter center by itself,
but is a collection point for all the sublists, and is a controlled
broadcast medium.
