Latest wins ie; if you close a bug with a note, then I decide it should
remain open (and do that), and Rob re-disagrees (it should indeed be
closed) - we get a bug with 3 notes and the current (closed) status. 
The notes are just assigned to the bug in sequential order, we want the
entire history of comments, of course?
