I don't think we need to do anything to acheive that. We've already been
handling the situation quite well.

That's not an argument against indexing licenses, but it's not an
argument for it. It's not enough benefit to disrupt that PAUSE process
and cause a lot more work as we help people figure out how to get past
this bump.
