I'm not sure what versions of EU::MM have enough smarts to handle multi-decimal versions. You may have to use a passthrough Makefile.PL or specify a more recent release of EU::MM if you want to keep using a traditional Makefile.PL. I'll try and do a little research over the weekend to figure out which releases of EU::MM are smart enough to handle qv() natively (although it is almost certainly an accident if it does).
