It seems that the problems are solved. I can see results on cpantesters.org.

Alternatively you can go to http://matrix.cpantesters.org, which at 
least provides older cached results if the newest data could not be fetched.

'P' cannot have any reports for 5.39, because its dependency 'Xporter' 
fails with 5.39.
