ByteMark is no longer able to host CPAN Testers machines

CPAN currently has two cloud hosted machines:

  * Web Frontend: cpantesters4.dh.bytemark.co.uk
  * Database Backend: db-primary-1.cpantesters.org

I've been around and around with ByteMark support and they mentioned 
that our account "was closed due to debts". In a prior incarnation 
ByteMark donated hosting for the CPAN Testers organization. They no 
longer have records of that, and I don't think are interested in 
continuing that relationship.

The good news is that I have secured new hosting for CPT from the OSU 
OSL <https://osuosl.org/index.html>. The OSL is a great member of the 
OpenSource community and will be a better home for us long term.

I believe we are on borrowed time with ByteMark. Our web frontend is up 
and running now, but there are not guarantees that will continue. We 
need to schedule some time to move services from ByteMark to OSL.

@preaction / @ferki / @geekruthie and anyone else willing to help we 
need to prioritize moving data to our new home. I have SSH access to the 
new VMs and I can get it to whoever would like to help so we can start 
the process.
