Yes CRLF's should not be used in Cygwin Perl.

What about PERLIO=raw?  I got a report from Volker Zell that generating
manpages and scripts is broken with my first perl-5.8 build, and he
figured that evrything works well when setting PERLIO=raw in his
environment settings.
