undefined references when installing DBD::Oracle on Windows Server 2008

Usually, I am able to figure out or find answers to DBD::Oracle installation problems, but not this time… I am trying to get the module installed on Windows Server 2008 R2 Enterprise (64-bit) running Strawberry Perl, as follows:
