That doesn't strike me as a fair comment.  They posted a very reasonable
junior postion, nothing even slightly unusual about it.  It would be very
reasonable for them to expect to pay a junior salary.  They have a simple
mix of required technologies (a list that I'd expect new grads to cope with
easily), it's a maintenance position with some new development (as in, if
you show us you can be trusted to fix bugs we'll let you work on new things
too), and they're not asking for someone who can drive technology/set new
direction/whatever.

If you've got ten years experience, and the company is hiring at a lower
level, I wouldn't hesitate to send them a resume with note saying that you
saw the other position, aren't interested in it, but that it indicated the
company was doing things that interested you and you should talk.
