If you really need to Formulate a Policy, I might suggest tit-for-two-tats.
Variations of tit-for-tat tended to be runners-up in Axlerod's famous
tournament, and since the world is not *precisely* an indefinite series
of prisoner's dilemmas, there's no reason to assume that
tit-for-tat is the only way to live. 

Also, of course, our choices don't boil down to a binary tit/tat...
there's a sliding scale of severity in your choice of "tat"s: "say
something about it"; "complain loudly"; "throw tantrum"; "threaten to
quit"; "give notice"; "just walk"; "throw stink-bombs"...
