Yes, it is possible to write a Makefile which uses symlinks, but not with
MakeMaker.  There's nothing built into MakeMaker with regard to symlinks, they
are not portable.  You would have to write such an extension yourself.

As to the second question, there's not enough information to answer that.
Could you give an example?
