Answering in reverse order.... I have an application which has
language/standards options. Depending on what env vars are set when
building the makefile, symlinks should be built against the correct
language/standards config files.

ie.

foo/lang/en/bar.conf
foo/lang/fr/bar.conf
foo/lang.conf

so at install time if LANG = 'en' then make should be instructed to build:

ln -s foo/lang/en/bar.conf foo/lang.conf

Having said that, I read the article on Module::Build and am in a
discussion around changing from MM to M::B.
